Introduction
On 17 December 2024, the Commercial Gambling Management Commission of Cambodia (“CGMC“) issued Notification No. 001 on the Setting Up of CGMC Office Based in Casino Premises (“Notification“). The Notification aims to reinforce the oversight of licensed casino operations in Cambodia by (i) establishing an on-site CGMC office within casino premises and/or (ii) conducting unannounced inspections.
The Notification further states that the establishment of an on-site CGMC office within casino premises aims to reinforce the efficiency of the administrative process with regard to the supervision of integrated commercial gambling resorts and commercial gambling activities as well as to support casino operators in meeting their compliance obligations in anticipation of the rolling out of online supervision through emerging technologies in the near future.
As a first stage, CGCM has identified 10 casinos to host an on-site office, which shall be completed in January 2025 as below:
- Nagaworld Branch Company Limited with a casino named Nagaworld Complex;
- Lion Heart Group (Cambodia) Company Limited with a casino named Kampong Dewa Resort;
- Queen Co Co., Ltd., with a casino named Queen Co Victory;
- Xi-Hu International Co. Ltd., with a casino name Xi-Hu;
- Bavet Mokbai Casino Company with a casino named Yong Yuan Bavet Casino;
- Holiday Palace Hotel with a casino named Holiday Palace Casino;
- Vina (Hong Kong) Co., Ltd., with a casino named Le Macau Club;
- An Co Company with a casino name Crown Bavet;
- Galaxy Resort Club Co., Ltd., with casino named Galaxy Resort Casino; and
- DNA Vegas Company with a casino named Star Vegas.
The implementation of on-site CGMC offices for remaining casinos will be completed in subsequent stages.
